Your cat wouldn't even notice.

30 femtoseconds is below the notice threshold for all life- and it would blast a teeny, tiny (as in nanoscopic) hole in whatever it hit.

Recharges once every 10 seconds for this? I can't imagine any real use. :\

But we have plenty of that, and it's all theory anyway right now. We need something that does the reverse. (Do you have any idea how much energy is contained in matter? The speed of light squared is a very, very large number...)
